feat: Replace GITLAB_USER_EMAIL with email from CI_COMMIT_AUTHOR

Platform Automation requested to merge feature/use_commit_author_for_B360 into master

Change: To use email defined in git config for Code Judge

Reason: IDE team is rolling out Alias Email which will be used to register the Gitlab Account going forward
