CU-86bw6jf0p - smaller create-cluster image

Platform Automation requested to merge feature/small-create-cluster-image into master

Changing to the (now smaller) create-cluster image for create-cluster stage. Unfortunately there are some circumstances which require the az or aws cli commands so this image is not (yet) much smaller than automation image.
