Move to updated notify image

Platform Automation requested to merge fix/notify-app-fe-kubectl into master
  • Move to a notify image which has kubectl added. Its only actually needed for the main one, but since this will also (very likely) be the image and tag for the app notify stage it makes sense to keep them all aligned
