Draft: Code validation with flags and addition of MR notes

This MR contains

  1. Changes to use the code validator image from a branch
  2. Changes to use customisable / protected area flags
  3. Changes to post notes to the MR after code validation. The previous notes on the MR are deleted and the new notes are added.
