Switch PAT, PAL, and PAE to gitlab-internal.builder.ai

Summary of changes:

  • PAT, PAL, and PAE will now be pulled exclusively from gitlab-internal.builder.ai. Initially, these repos are a mirror of what is in gitlab.builder.ai but once the migration is complete, these repos will only be in gitlab-internal.builder.ai.
