Switching to noclober central helmfile

Clone and apply the helmfile as defined here: https://gitlab-internal.builder.ai/devops/platform-helmfile Unless a file already exists at build/helmfile.yml

Removed the previous cleanup and migration jobs as they didn't work and aren't required.
