fix(splashscreen_block): [CU#CARE23-142070] Update child-pipeline-generator to version that includes npm auth for run-engine package

This updates the child-pipeline-generator image version to 0.2.13 (previous was :latest which used 0.2.12) to include npm auth config for run-engine.
